Lots of light. Pepper is one of those that do better the more light ya give them. My serrano is under a 400w cmh as close as I can get it w/out burning it for 16 hours a day...I don't think you'll do that well on a window sill, unless it's getting alot of sun. After my plants break soil, I put them under a 2'/$10.00 walmart flourecent until they reach about 2". That's enough to get them off to a good start...The pictured serrano is from seed, approx 1 1/2 ft tall and 6 weeks old...Good Luck!

I agree with jwmeyer--window light probably won't do it--I also use the cheap shop lights and regular flourescents from Wal-Mart. As he says the lights need to be close to the tops of the plants

I use also regular fluorescent shop lights for my seedlings. We have large south facing window in living room and light from there has been enough for some overwintered plants. The seedlings grow too tall and thin without extra light.

Some plants seem to do well with just the ordinary fluorecent light. I have kept a Bolivian Rainbow over a year at my desk under one 2' tube, which is on 14 hours/day. There is no windows close so the plant has never got real sun light. It has been flowering and fruiting constantly. (I'm sorry for the bad quality of the picture, it was taken with a cell phone.)
