I don't know, but I do know, you are not alone! All along the East coast windmills (and many 'hardy' evergreens) were toasted by the past hellacious winter. I may leave mine and plant new ones around them--just in case they are gone. P.S., the only palms that seemed to survive for me (so far), were Sabal minor and Needles.

With some green still in the fronds I think your palm, and similarly damaged palms, have a good chance of surviving but you may not know for several more weeks. Trim off only the obviously dead fronds and give it some time. Assuming they survive, the next challenge for our palms will be getting them through another winter in their weakened state.

A few years ago I had three waggies (T. wagnerianus) recover from similar damage, but they suffered badly the following winter even though it was warmer, and 2 of them died the following spring. (I'm pretty sure this winter finally did the sole survivor in, but who knows.)

I would definitely not give up on them yet! If they still have green on them, that's a great sign. The trachys here are all very beat up, some of them are completely dead. it was a rough winter but any green is a great sign. My sabal minors are very tender for some reason and this year they almost completely defoliated with protection, but there is enough green left that has me convinced they will come back. My med fan palm completely defoliated, the only green left was the center spear and it has already pushed out 2 fronds.

I will not give up on it yet, though it looks worse than ever.

There is one frond that "was" pushing out that hasn't gone completely brown (just the tips), so maybe there is hope.

Think my 6-7' "Waggie" is probably beyond recovery. The spear leaves look TERRIBLE! No spear pull YET. Spears are very husky so I think it is just taking longer for the spear leaves to decay. They look DEAD!
My sabals and large needle palm are fine.
