looks in good health to me . If referring to the leaves hanging that's the normal habit.. can't help with the water
but newly planted palms need extra like any plant until established . If the soil doesn't puddle wouildn't worry about it. of course when it gets that hot will need extra for sure good luck gary

Your palm looks fine first of all. Usually, you want to water deeply, then permit drying. Twice a day does sound like a lot but then again, your climate is soooo arid. Then again, this is a WET summer climate and I may still have to water containerized ones once a day in high summer. If it is warm to hot weather, they are hard to overwater.

I would reduce the frequency and maybe increase the duration of your watering. Of course, depending on your rainfall.
