How large was the pot the plant was in? It sounds as if it might have been rootbound (the reason for not blooming). You could have probably divided it before replanting. Here in NC, I cut back the itohs anytime after Labor Day. Trim each stalk back to about one inch from the ground. The stalk will have a bud near the ground that most people refuse to cut although that bud serves no known purpose and is not next year's growth. Hope this information helps. Enjoy your itoh.

I'll cut it back then. I could easily have divided it, but decided not to. One piece did break off, I don't know if it has enough root to make it, there were 2 eyes on it, 1 quite up high so I didn't know how deep to plant it. Couldn't tell by the stem just where it was planted :) I ended up leaving the top eye above the ground, so I guess I'll cut that one off.
Actually, it wasn't a potted peony, it was in the ground. It was growing really nicely, I can't think of any reason for it not to bloom unless it just wasn't getting enough sun.

I'm wondering if I should cut my Bartzella back now. It's still nice and green. It needs digging badly, but I think it would need a crane to lift it out of the ground, it's 5 years old now and blooms quite well.

The most common reason for not blooming is the crown is too deep. I would never cut off an eye. Here in Zone 7, the eyes are close to ground level or above.
