Does it have full sun?

yes. all of my peonies are in full sun. is the lack of bloom unusual? did i get a dud?

Intersectional peonies take time to establish well in the garden before they really start producing. Generally that's starting the third year.

Peonies do not require a lot of fertilizer and you certainly don't want to apply it now. Wait until spring when you see new growth emerging. Mulching with compost is usually all that is required.
