Aloha Woody, I am in Ventura and had seeds that I planted later than yours by a few months so I brought them in and put in our sunroom and I water them if they are dry...yours looks great. We have a few of us in the VTA county area that meet up together every now and then if you are interested?

I always thought the seedlings did not like to be over wet or too dry. Is it just the one you have? Mahalo, roxanne

When a plumeria goes dormant it is gearing up for the dry season in the Caribbean, not for a wet winter. Wet and cold are not normal conditions which is where most problems occur. Light misting simulates the moisture off the ocean. Inside a house is warm but dry with low humidity, another not natural environment that encourages spider mites and other pests. This is why growing plumerias in the temperate zones is a challenge.

I worked an event several years back and was fortunate to talk with a gentleman who raised plumerias. First hint was to place a kneehigh stocking on the pods - that way when they ripen and open, the seeds are held in place. I start my seeds in trays and only sprinkle about 1/4" of soil on them. Keep them warm and wait until they have 4 leaves before repotting into 4" pots. I manage to have a 60-70% success rate and my "babies" from this year are about 3" tall and most are dormant now. The 2 year olds are 6-8" tall and the 3 year olds are 12-14" tall. I won't share until they bloom since you never know what color they will be. Have fun.
