The record lows for the area are probably deterring folks from growing them, since they would eventually perish in a rough winter without protection. When temperature go below 0F, sabal palmetto and even some trachies start having issues.

The lowest temperature recorded in Wichita is -22F (weather.com), and there isn't much hope for a palm in that type of cold. From just looking around, it looks like the southeast corner of the state (no surprise) has a few cities with record lows of -17F and -18F (Galena and Pittsburg). That appears to be as good as it gets.

-10F is an arbitrary red line for unprotected needle palms, even when they are relatively mature. There are reports of them surviving around -20F.

The following scenario would give the palm a fighting chance in your area:
* Type of palms: Needle Palm or Sabal Minor 'McCurtain'
* Location: South side of a heated structure.
* Additional Thoughts:
- Perhaps under a blue spruce trimmed at 4-5ft to keep snow and ice out of the crown of the palm and trap heat close to the ground.
- Property surrounded by cold hardy shrubs to serve as a further windbreak

Even then, that's a risk without some form of other protection like covering the palm and wrapping lights around it. If the palms were protected with good siting as mentioned above, and covered during extreme events, chances are good they would thrive.
