Has anyone ever dealt with fronds not opening and looking "stuck" together?

Could it have been frost damage? I planted them in October of last year, we did get some frost here in Cali/zone9 the first winter.

Or is this a culture issue?

Any help would be greatly appreciated from anyone who has any experience with this issue.
