What temperature is good for encouraging rooting?

I just received and potted five new rooted cuttings. I want to get them off to a good start and it is still much too cold here in Arkansas. I "engineered" a shelf to warm the roots -- wire shelf with metal clamp-on shop light beneath the shelf surrounded with aluminum foil. It may be working too well. The temp is up to 100 F. I am concerned that I may cook the plants' roots. I can adjust the temp by lowering the wattage of the lamp, removing foil, etc but am not sure what temp is desirable. I would really appreciate any advise.
