It's a King Palm. 15 minutes of drip irrigation sounds like a lot everyday. I have two King Palms in containers and it's very healthy. King Palms are native to the tropical moist jungles of northern Australia. I live in costal Los Angeles, so weather down here is warmer than SF, but here's what I do: I water heavily with a hose for about 4 minutes every 5 days, depending on the temps. It seems to love it because all fronds are a beautiful green and it's growing like crazy. Hope this helps. Mine is in full, full sun, not sure about yours.

leaves badly burned... either by hot sun they are not used to, or from a cold spell some months back, or fertilizer burn. Hard to overwater these, but underwatering is very common. Would definitely NOT fertilize these palms... good way to kill them (unless you are using a liquid formula like Miracle gro and then only sparingly). Not sure what sort of fertilizer you used, but only recommend super slow (1 year) release formula for pots if you use a non-liquid formula, and VERY sparingly. Is soil damp all the time?... if not, you could probably water them more in an effort to leach out the fertilizer. King palms HATE being messed with (roots that is) so may still be recovering from your 'resoiling' procedure. They do look very unhappy, though.
