Help Identify issue

Trying to figure out what this might be on my pepper plant. This is happening to 2 plants this is the back of the leaf. I was thinking fungus and tried the some "Garden Dust" to see if that helped.

So basically, looking for help to identify and options to resolve it.

Is this happening to the whole plant? Lower leaves? Upper leaves?

I had something very similar to my pepper plant, which I purchased at a local Nursery several years ago. I planted it in the garden with the rest of the peppers. It quickly spread to my entire garden. I brought a plant to another Nursery and they said it looked like "Rust". They gave me something to spray the entire garden and it disappeared.

This is spreading to all leaves. I keep removing them but it keeps coming back. I have tried a few anti-fungus items but doesn't seem to go away.

Thanks, if you remember what product you used I would appreciate knowing the name. So, I will keep using the spray I have and remove the bad leaves. Hoping this isn't a useless battle.

In the ground, in a container, in full sun, shade? Can you fill us in on the details, Dale, preferably with some pics?
