Yeah, its a sago palm, not a saga palm, so you might have a hard time finding info on it using "saga". But trust me, your not the first to make that mistake (even some nurseries label the palm saga!!). Also its actually not a palm but a cycad (but its cool since this is the palms AND cycad forum, lol).
Its hard to say if its dead without any pictures, but it could very possibly be alive if the trunk is still firm. Cut the dead leaves off and give it some fertilizer high in nitrogen. But if you live in an area with winter frosts, you might not want to do this until spring since it takes time for a flush (thats the new set of leaves or fronds) to form and those are also tender to frost until they are hard and cycad fronds in general are somewhat frost tender. Also those leaves coming from the base are babies or pups. They are new plants so at least if the main plant is truly dead, you wont completely lose the plant. I wouldnt divide any of them until they are a little older, maybe some time early next summer if they are big enough.
Some facts on sago palms....
-They are cycads which are not related to palms, but actually (I'm pretty sure) are related to conifers!
-Unlike a palm, they do not grow all the time. Palms push fronds out one at a time and all the time (they might slow down when its cold though). Cycads make sets of fronds (the older it is, the more it makes at once) and sago palms usually do that 2 times a year, sometimes once, maybe occasionally 3 times. They dont grow in the winter unless you live somewhere warm and the fronds will brown if temperatures get really cold (they usually arent bothered by freezes, but the mid 20s start to bring damage to the fronds). However, the actual trunk will not be damaged until temperatues start going below 20F and can handle lower temperatures according to its age, the duration of the cold, and the individual microclimate its in.
-The main plant could be dead and still send out babies. Your main plant might be dead but I guess the fertilizer you gave it made it at least grow some pups (baby plants).
I guess thats about it! I hope your plant makes a recovery, and if it doesnt, it sounds like you will at least have some babies from it!

also be patient... just because your Cycas revoluta (real name for this plant) does not have new leaves does not mean it won't ever. I transplanted one 3 years ago (had no leaves at the time) and it was over 2 years before it made a nice new head of leaves. But it did, like yours, put out some leaves from the offsets around the base in less than a year.

im sure it is alive unless the "bulb"/ trunk is soft... I had a small one out of the ground just accidentally thrown all winter and spring and up until like july then i found it. I gave it a try and out just popped 3 new shoots.... good luck and yes try to have some pics...
