I'd wait until late winter or very early spring. It is better to wait until established rose bushes are fully dormant before transplanting them. I'm further south than you, and down here the rose bushes often stay green and in bloom until sometime in December, so my window of opportunity for moving them is usually January through February. However, if you have to move your bushes in the fall before they've gone completely dormant, the plants likely will survive being transplanted just fine. Be sure you move a good sized root ball with them and mulch them well to protect the roots.
