leaf curl/fertilizer

I planted my seeds March 20th. Everything has been growing without problems. Started to set them outside for a bit. Growing cayenne, sweet banana, some ornamentals: 5 color, centennial rainbow, filius blue. The leaves are starting to curl up on some of the plants...they show no signs of yellowing. Cat got into some the other day and lacerated some of the leaves. Don't know that that is the cause of the curling. Any ideas?

When is a good time to give them a bit of fertilizer? I was thinking of a small bit of fish emulision to give them some nutrition. Are they too young?

Thanks for any suggestions.
