Problem rooting plumeria

Hi everyone. I just moved, and brought one lonely plumie cuttings (Tutti-Frutti) with me. I let it dry for a week, then put it into the only soil I had, Jungle Grow potting soil. I kept it very dry, even though it was somewhat dessicated, but I noticed today that one shoot had a fungus, so I pulled it and found a little rot on the bottom. I scraped it off, and have it drying again. I'm concerned about the dessication of the stem. Should I re-cut it and try to put it in water for a day to plump it up, then re-dry it and replant? I also have a problem with sun, as I moved into an apartment whose patio is in full shade. I have one corner that gets some sun in the afternoon, but that's it. I plan to get some perlite today so I can amend the potting mix. I've had dessicated cuttings root before, but I am worried about this one for some reason.
