My guess would be Copernicia, maybe hospita

Latania lagenicaulis....native to mascarene islands or madagascar or one of those over in that part of the world

but species is loddigesii I am guessing (not heard of Latania lagenicaulis). Latania verschfelltia and lontaroides do not normally look this stunted this way at this size, but are similar looking species once mature... but way less common in cultivation.
