I have no peppers on any of this year's plants. Most have blooms, though. I also have some overwintered 7-pots that I started too late last year. One of those has 3 small peppers developing. All three are absolutely loaded with blooms, but, most are dropping so far.

Zone 3/4 here, and started most plants in late January, early February.

Most plants have peppers, the most notable that are missing flowers are aji limon, orange habanero, and aji panca.

The aji limon has small buds, even smaller buds on the hab. The pancas have nothin!
