I don't have chippies here but I did have tomatoes with bites out of them. There are squirrels here. In other discussions it has been suggested the squirrels do this to quench thirst. You could try putting a shallow dish of water near the tomatoes in case it's thirsty squirrels. You would have to enclose the top also to keep squirrels out.

I don't think 1" holes are small enough to exclude chippies. At least the ones I used to see in OH were small enough to get through a 1" hole.

Chicken wire is WAY too large to keep out chippies. I suggest:
1. Feed them peanuts. They won't bother your garden anymore.
2. Get a cat

5 gallon bucket--1/2 filled with water--board used as a ramp to top of bucket--sunflower seeds placed on board and a few more floating in bucket. Problem solved.

Paulah - Your solution works for squirrels too without the lure. We accidentally left a bucket of water out behind our garage and found three squirrels in it the next weekend. We're still trying to figure that one out.

I'm thinking that maybe I'll use the smaller size hardwire mesh at the bottom of my fence. We get a lot of stray cats creeping around and they don't look starved. I think there's enough rodents to keep an army of cats busy. My garden is at the edge of our undeveloped lot.
