Help, flowers won't open

Three years ago I acquired this cutting from a Japanese man who lives up the street from me. It rooted easily and I got an inflo with flowers the first year. Last year no flowers but nice foliage. This year I got an inflo and was pretty excited. Well, the flowers absolutely will not open. They do not fall off right away. They stay there and act like a shell variety for like five days without falling off. This is not a shell variety. I was atributing this to the long period of June Gloom we had this year but many of my other plants have nice open flowers so I don't think that is it. This plant gets sun from about 8a m until about 3 pm. I put worm castings on it after the inflo already appeared. I am watering about every seven days with the last watering three days ago. The first flower tried to open about five days ago and it will not open and neither will any of the others. This was one of my first plumerias and I potted it in regular potting soil. Not the best but it did well for two years. I didn't know any better at the time and still have not changed the soil for this one.

Could it be that it is too wet? I dug down a little bit and it feels moist but really not too wet. The trunk is nice and hard. This is kind of a big inflo with many more flowers to come, is there any thing I can do to insure that the remainder of the flowers bloom. I had one last year that did this and it ended up rotting and dying.

Here is some pictures.
