if you tore it off the mother plant .. and have planted and replanted it twice now.. within a few months ...

why would you expect a rootless plant to flower????

it will flower .. when it has a root mass sufficiently large enough so that the plant is 'established' .. which will lead to maturity .. at which time... it will become sexually active.. otherwise known as flowering, in the plant world ...

If you really an answer there is probably one out there but would most likely require a well equipped lab to discover it.

as long as the plant is not dying, just keep with it. eventually one if three things will happen: the plant will root and you'll have a story to tell. the plant will die and you'll discard it and wonder why you ever took advice from a bunch of idiots who live with their mothers. or you'll forget all about it eventually and one day you'll discover either a plant thriving on neglect or the mummified remains.

It is almost impossible for a succulent to not grow roots. Normal routine is to allow a cutting to first scab over in the open air to prevent the cut edge from rotting. Plant it shallowly in a gravelly mix that will not hold hardly any water. Keep it in a protected area, watering it occasionally. Al

I can't give much advice, but I have the same issues with my jades taking forever to root. Fortunately, they're "unkillable," at least in my care, and look like the healthiest plants ever until you pull them out and find nothing at the bottom. I wonder...do succulents take longer because they already have water stored?

I have agave that has small off shoots that feed off the main plant like the strawberry does, until it roots. If this is the way your plant works, you may have removed it to early/ prematurely. If this is the case, then it should root in time, but will not bloom until it has a strong root system.
