Some shrubs can be tricky. Why don't you try layering? Assuming its not a very tall bush and there are some branches that can reach down to the soil, bend the branch down and rub off the leaves at the point it will go into the ground. Dig a small pit and push the branch down into it then cover with soil again and put a heavy stone on top to prevent the branch springing up. It's not fast, you might have to wait a year, but when all else fails it's a method and when it works you already have a decent-sized plant to be going on with. Good luck. Ian
