rooting question

Hi, new to thia site but not to plumeria's. I bought an Aussi Confetti at the Houston Plumeria show in June. The seller said it had been planted for a month and was rooted. well something knocked it over last night and on inspection it may have one small white spot on the end of the stem. not rooted at all. after three months should I just repot it or should I try water rooting. Never had this mucn trouble before. The top is a little shrivled but the bottom is firm. Thanks for any help.
