Strictly speaking, it depends on how big the place is and how much is done with it (on the plan). The more time it takes to study the site, plan the features that are to be added and draw it up, the more it costs. Garden centers offering quick plans for a set fee are doing so to move inventory, not make money off the plans. If this is the same kind of thing, that is where it is assumed that the winner will have some kind of ~typical situation for the local vicinity, then that is how the price has been arrived at. Different operators will have different fees, perhaps 1500 dollars represents some kind of middle range charge for this designer.

Thanks for the reply Ron. To clarify, he is not affiliated with a garden center, but is an independent designer and contractor. Our organization is a dog rescue and he has started designing yards that are friendly for dogs and people, though the winner may decide that they don't need a dog friendly yard. The winner may also decide that they don't want to use him, but they still would own the design that was made for their yard.

Before I start to setup this raffle with a value of $1,500, I need to have an idea if this is what a site design might cost for a lot that is 1/2 acre or less.

That is in the middle to low range here in the San Francisco Bay Area, for a typical residential lot.

Depending on what part of the state you are in, that is a typical fee for the southern end, or a low number for up north.
