Afew years ago I planted a weeping golden chain tree. It hasn't growen at all. The trunk is still green but,there is only two set of leaves on the whole tree. My question is, can I cut the top off and graft something new to the trunk? If so what would you graft to it and and how would I go about doing this? It is planted in full sun. Thank you
