When to order seeds

I have ordered from the same company (park seeds) for many years and always gotten the seeds in a timely manner. This year in late Jan. I called and asked if all seeds were in stock yet. They said they were. I waited and waited and finally called (March 15) and they didn't know when my seeds would be shipped. I canceled the order but am really upset that they didn't have the courtesy to notify me earlier. Being way behind in seed starting,I am going to use some leftover seeds and fill in with some from local stores. That made me wonder, would it be better to order seeds in late summer and have them when you want them Are there some seeds which just don't carry over in viability?
