Additional photo to my other post - leaf stems

This is forum post that supplements a previous post in which I am seeking insect identification. This attached photo is of the leaf stems on my plumeria. Each of my leaf stems has a black spot on the upper surface near its base. Are these injuries to my plant created by the orange/black insect living on it? I have a small amount of leaf curl additionally.
