Depending on where you keep your Persian Shield, Strobilanthes dyerianus, it may be adjusting to indoor temps. If you keep it in cool but frost-free environment, it may be going dormant.
A bit more info would be helpful.

Normally, Strobilanthes propagates during spring. However you can try selecting vigorous 4-6 inch tip cuttings aided with rooting hormone and planted in nurturing well drained soil.

Bottom heat and good light is recommended.

I've tried propagating strobilanthes in the fall in optimal conditions (heated commercial greenhouse, bottom heat, etc) and had less than stellar results. Propagating in spring off the same plants was incredibly easy. This makes me think that the decreasing daylength combined with the cooler night temps (we kept the house at a minimum of 55 degrees F) was a combo that discouraged rooting and growth. It really wants tropical warmth and at least 12 hour days to be enthusiastic about rooting and growing, I think. I didn't have a supplemental light source to offer it increased daylength, but if you've got a lightstand in a warm place you may have luck taking cuttings now.

Your PS is probably just reacting to the move. If they have gotten chilled that could be the problem too. They must have warmth. I just took 10 cuttings today and am sure they will root- I made about twenty last fall and all rooted in two weeks. I have a homemade propagating box with a heating cable and they do really well. I'm always amazed when people have difficulty rooting PS since I have rooted and given away more than I can remember. I do use rooting hormone but I think the key is enough heat. Even when planted in the garden they just sit there and sulk until it gets hot enough. They just don't like the cold at all. Frank

Would you mind sharing with me how you cut and root your PS? I have 1 nice healthy plant and would like to try and propogate it so I'll have more next year. I really love this plant. I have a heated greenhouse to keep it in over the winter.
