Plumeria

My plumeria are not flourishing and the wood seems to be slightly softer then in years past. Any suggestions on what I might be doing wrong? I do not water them until my moisture gauge says the ground is in the red zone. I feed them a weak 'blooming' fertilizer with each watering which is about every two weeks. These plants are 5-6 years old planted in the ground under a pergola. New growth, i.e. leaves are not growing into healthy leaves. The new growth is all there but it isn't doing anything? It is now September and in years past they have been flourishing both in leaves and blooms.
