If you choose the right plants, probably. I wouldn't plant anything that likes a moisture-retentive soil and tons of humus but anything that likes sharp drainage and that is drought tolerant might actually love it. You might look for plants native to sandy soils, and check out Beth Chatto's book _The Gravel Garden_ for inspiration. (To my mind, the latter is inspiring no matter what one's conditions!)

Lavender and sedum come tomind right off hand. Lots of herbs like sharp drainage,but since they're from the Mediterranean, I don't know if they would be hardy for you.

I had a garden that was on 4" of topsoil over white sand-I was in a 'sand belt' area.I had no trouble with any regular fare perennials surviving,they didn't put out grand spreading roots but were just fine otherwise.You may find you have to water a little more in the first year to help establish everything.

My grandmother gardened in very sandy loam in Cartwright Oklahoma for over 40 years and everything, and I mean EVERYTHING grew in the sand of her garden. Cheryl
