Seems reasonable to me. I've seen peppers start flowering after picking everything that's ripe of of them.

The pepper plant's whole point of existence is to produce seeds, thereby producing more plants for the next season. Picking peppers before they ripen, dry, and fall off the plant (thus releasing seeds into the soil) disrupts this cycle, so the plant goes "Crap, better try again," and starts all over.

Provided that growing conditions remain favorable, picking peppers will encourage additional fruiting.
