There are a number of roses that could be classed as either climbers or groundcovers. What is really being said is that the canes are lax. They will bend over and lay on the ground if not supported, but can be trained up a trellis to function as a climber. They do not have the stiff, upright canes that some climbers have. Their classification is decided by the hybridizer, who decides if they might do better trained as a climber, or serving as a groundcover. I don't know if Bright Lights is among this type, but it sure sounds like it.
