Miniature Roses

What is wrong with my buds?

Last year I planted two mini roses. This spring they both look great as far as leaves, but the larger one has buds and when they try to open, the centers are green. It almost looks like fine green grass in centers of blooms. I am relatively new to roses, so any help would be appreciated.

It is called "proliferation" or "vegetative growth". It happens to some roses in the spring. I get it on all types, large and small. Snap off those buds and wait for the next set, they should be OK.
