Mine has been slow to start.

Have patience with it. It will grow into a vigorous plant with beautiful blooms once it has finished with its initial growth spurt.

Butter Cream is not particularly vigorous for me, so I am not surprised that PC is similar. I do like that little bit of pink on the edge of the petals that I am now seeing. I think it will be as good a rose as Butter Cream.
