neglected mini rose

Hi all. We've recently moved into a new house, with a garden that is in need of TLC. We are north of Atlanta, zone7b. The mini rose in the picture is to the side of our back porch, right next to a holly bush. The spot gets morning sun only. The base is quite gnarly with old growth. It has 1 inch very light pink flowers that grow in clusters. Flower buds are darker pink and then whitens as it gets older. The bush is about 3 ft tall. It seems like it might want to climb.

I would like to know how best to proceed with care for this rose? Should I try and move it to a better spot? Prune it? I have no rose experience and would appreciate any help!
