To send them in the mail you would take the cuttings then wrap the cut ends in wet paper towels, put them in a baggie, and mail them. I've heard of people having success with cuttings at this time of year, but I've only been able to do it when it was warm outside and the roses are growing. Hope this helps.

The usual timing on rose cuttings, is to basically deadhead with a somewhat long stem. That tends to give the right age of growth. Many people, like me, do best with the first spring flush. Others do better from a fall flush. Some don't care, so long as there is a flower at the end.
