I would guess, and I do mean guess as I have never done any grafting (yet), that it is fine, so long as it is still green and healed.

Hopefully someone more knowledgable will chime in.

It's fine. It will grow in Spring. That's why they say "Spring budding". I you do it late Summer, it will grow early Autumn too. But in Autumn the chance is lower. Only about 50% of the rose types will grow if you budd late Summer or early Autumn.

Some growers do rooting in Spring and budding in Autumn too. Even though many of the buds won't grow but they will grow faster next Spring allowing them to sell the plant as potted roses late Spring.

Thanks dmaivn and gerry. I have bought roses from Becnel that had the side buds only growing into stems instead of all three.I am stoked. Guess they are just stubborn.
