New growth on cuttings does not necessarily mean the rose is rooted. Do you see roots?

If they look like fungus is growing on them, use a fungicide of some sort.

After you know for sure there are roots, you gradually acclimate the new plant to the "outside" weather. I take mine out of their greenhouse environment for short periods of time to make sure they can handle it. If they look stressed, they get put back in their bottles. Late afternoon is a good time to see how they do unprotected. Dappled shade or underneath 80% shade cloth is good. At this point they can't take a lot of full summer sun or drying out. A SMALL dose of HIGHLY DILUTED (quarter strength) liquid fertilizer such as fish emulsion every couple of weeks will help them grow faster. A lot of fertilizer will kill them. Hot summer conditions are much more stressful to plants then the more gentle weather of spring and fall.
