Erika, if you get cuttings you will have a rose growing on its own roots, and it will be a spreader. I strongly urge you to buy a grafted one. I speak from experience.

I also speak from experience, I don't have any WB right now, but roses grown from cuttings are excellent. I actually had WB DIE OUT, because it was on rootstock. If you are living in 3B, WB on its own roots is MANDATORY!!! Other very pretty roses I would consider are Henry Hudson and other Explorers, and even consider trying Mary Rose - I grown Mary Rose on her own roots with excellent results.
