Too cold to ship seeds??

Hi all! Newbie here. I harvested seed this year from some salvia and a friend in southern Wisconsin wants me to send her some. Is it too cold to ship seed? Our temps have dipped down to 8 on some nights, and I can only assume it might be colder in Wisconsin. Can anyone advise me???? TIA Kathy
