'Hotlips' is easy to move. (Easy to divide rooted babies, and easy from seed, too) I'd say anytime, as long as you aren't expecting frost. Same with cutting back: anytime. You don't need to cut it all the way down (I wouldn't)...I just wait until it looks a little scrappy (flower spikes getting long and dry-looking), and cut enough to make it tidy again (not more than 2/3, say). Cutting it may put off the bloom for a while, but since it blooms all the time, that's probably not such a big deal...

May Night has thick, tapered roots, so make sure you take a pretty good root ball. This will preserve many of the fine root hairs. Also, it will like rock garden type environments, which have good drainage. A little shade would help as well. This applies to all the Eurasain sages as well.
