Is my salvia dead?

In the Raleigh Durham area of NC. I bought three salvia greggii (Red sage) that I planted in the fall. They were planted late fall, well spaced (I believe in letting things fill in), in a newly raised bed. One is totally dried out and looks dead. I see no signs of new growth. The other two look a lot better but have these blueish purple leaves on some branches. Am I supposed to be cutting these back? Should I be fertilizing now?
