RePotting Salvia tips/advice needed

I have some Salvia plants that are in 12 in. pots that I am discovering the soil seems to be all root and water does not seem to be penetrating. They are one year old plants. Some have buds and are about to flower. Can I do anything for them to alleviate this situation with out harming them? I would like to keep them in the same size pot or one size larger.
