cypress mulch versus pine straw

i am in an argument with my "communirty over my using red cypress mulch over their choice of pinestarw for all 600 homes here.

i live in Naples, FL and besides the sethetic value, insect restant properties of this mulch they are trying to make me take it our.

pinestarw need to be replinshed 3-4 times a year whilst cypress (reall cypress without fillers) can last as long as 4 years.

imo, the cost over 4 years is the same maybe mulch could cost $10 a month monthmore? I do not know but would like any educated suggestions/
