It is hard to tell without a closeup of the flowers and foliage. Off the top of my head, it looks like a native form of Salvia farinacea, or maybe an eastern European or mideastern Nepeta

If the foliage is gray it looks like Salvia officinalis
(cooking sage) .I will agree with Richard too ,sometimes
in really wet conditions Salvia farinacea will develop a powdery mildew problem.Have them rub the the leaf with there
fingers if it has a noticeable scent it is cooking sage. For
some reason S.Farinacea does not have a noticable scent to it.
