Angelica seed is know for being short on viability. I would say the 07 is a definite no go. 08 might sprout. I've had seeds of short viability plants that supposedly should not of sprouted after a year sprout.
It won't hurt to try. You can winter sow a pot outside. If you get no sprouts, you won't be too disappointed, and you can still use the potting soil for something else. : )
