It looks like a selection of Salvia pratensis, which throws red forms eriodically. There is a lot of variation in these clones. Perhaps this is a nice form. It will need to be propagated by tissue culture or cuttings. If it is a sterile cross with nemerosa, it will be stable, though more trouble to propagate. I could not get an idea of scale from the images I saw.
I'm guessing it will be a good plant for USDA zones 4 - 7.
