Anybody out there who is experienced at germinating seeds often.....Please tell me what is the best productive way to germinate Red Devil Tobacco seeds!!??

Only a few germinated out of 50 when I sprinkled them on top of soil and misted regularly!...then I set them outside in a WS box...now only one is growing. :(

I want to order more and try it again...but the method is critical...husband says to try wet paper towels method? I just don't want to waste anymore money with no production/
