Not sure about the Lupine or Poppies, but as far as the old seeds go, the best thing to do is take a few and try to plant them, see if any come up.

Seed longevity varies species to species and also to conditions the seeds were stored in. Seeds should be stored(in general, there are a few exceptions) cool, dark, and dry. Poppy seeds last a long time. I'm not sure about the lupine, but as Vela said plant them this winter especially if you liked that particular variety and see what happens.

About collecting, I just collected my lupine seeds a little while ago. When the pods get dry and black, it is time to get them. If left too long after that point, they burst open. I have collected poppy seeds too. Once the pods brown, holes will appear under the cap. It is then time to harvest.
