Moist is important; if they are allowed to dry out, germination may take up to two years. Moist means moist, not wet or saturated. The seed should be exposed to water and air (oxygen). A moist, coarse sand works well as a media. This should be enclosed in a waterproof container (to prevent drying out). Another way to look at it is to keep the seed at 100% humidity, but not immersed in liquid water.
