Seed sowing question

This might be a dumb question. Sorry if it is.

I recently bought seeds. It says I have to sow them 10 weeks prior to the last day of frost indoors. All the seeds are perennials.

But now it is summer. Should I wait till next season or can I sow it now. If I can sow it should it be done directly in the soil or indoors.

Please help me with this.
